澳洲政府再限制PR福利?拿绿卡没入籍，学费和留学生一样高?

在澳洲刚刚宣布收紧入籍政策的时候，大家还觉得事不关己，入籍与不入籍除了选举与被选举权之外，就是护照的差别了。但是在今天，澳洲教育与培训部(Department of Education and Training)发布了最新消息，自2018年1月1日起，持PR身份读书视同与海外留学生一样收费!之后还会不会针对PR出现收紧福利的政策呢?

官方文件的原文：“From 1 January 2018, subsidies for Australian permanent residents and New Zealand (NZ) citizens enrolling in a Commonwealth Supported Place (CSP) will be withdrawn, making them fee-paying students. The Commonwealth will instead support permanent residents and NZ citizens through access to income-contingent loans which means that they will not have to meet the cost of upfront fees.”意思是说，从2018年1月1日起，对于新西兰公民和澳洲永久居民(PR)将不再享受政府的补贴，从而成为付费学生。但是新西兰公民和永久居民可以通过贷款来获取学费，毕业后慢慢偿还，而不用提前预付学费。
